NASA Balloon Working Group Charter

Effective Date: November 5, 1991

Purpose

To counsel the National Aeronautics and Space Administration (NASA) on the performance and plans of the NASA Balloon Program, with particular emphasis on the operation and support of the National Scientific Balloon Facility. To provide a forum for exchange of information on balloon systems, operational support, and developments in science as they affect the Balloon Program.

Membership

The Working Group will consist of 12 members, one of which will be the NASA Balloon Project Scientist, who will serve as Chairman. The other members will be appointed from the principal scientific disciplines served by ballooning and from the technical and management support areas of importance to the NASA Balloon Program. Members will be appointed by the Director, Goddard Space Flight Center. The NASA Headquarters Balloon Program Scientist is an ex-officio member.

Terms of Service

Except for the Project Scientist and the Program Scientist, terms of service of the members shall normally be 3 years.

Implementation

Meetings will be held as needed, but not less than twice yearly. The Chairman shall invite any participants necessary to accomplish the business of the meetings. The agenda for the meetings will normally be established by the Chairman at least 6 weeks prior to each meeting. The NBWG advice will be reported to the Balloon Project Manager at Goddard Space Flight Center/Wallops Flight Facility (GSFC/WFF) in addition to the Chairman's normal reporting to the GSFC Center Director. The minutes of the meeting will be distributed to both the Balloon Project Manager at GSFC/WFF and to the Balloon Program Manager at NASA Headquarters.
