How can the private industrial sector more quickly capitalize on revolutionary design concepts generated by/for the Space Program? From who is it released? Through which universities is the integral information made available?

400K rpm for micromechanical device? Fascinating. This is not something I've imagined before, not with a liquid involved.

One minor point: no liquid is involved. The NICMOS cryocooler uses neon in the gas state as the working fluid.
