When the Hubble project servicing concludes in 2004 with ETA of 2010 for the telescope to be returned to Earth or moved out to a higher orbit, are there any plans of replacing the Hubble Telescope with anything more advanced for continued Celestial observations and study?

HST will in some sense be replaced by NGST. NGST will be an infrared telescope -- HST is primarily geared towards ultraviolet, or very high-resolution imaging in the visible or UV, though it also has some near-IR capability.
