Craig Markwardt writes:

It's been a while since the last update.  Since then there have been
four galactic bulge scans with RXTE, but there have been no momentous
new transients.  Here is a summary.

The four scans were:
  D1927-09-32-56R 40135-01-20-00 Bulge scan - 12 Apr 1999 (cross)
  D1930-11-03-56R 40135-01-21-00 Bulge scan - 15 Apr 1999 (regular)
  D1934-07-45-56R 40135-01-22-00 Bulge scan - 19 Apr 1999 (cross)
  D1937-04-24-56R 40135-01-23-00 Bulge scan - 22 Apr 1999 (regular)

No new bright sources were seen in any of the scans (darn!).  In fact,
a number of the sources have faded significantly.  I can report the
following activity:

* 4U 1711-34 has faded in the past four observations to less than 10
  ct/s.
* XTE J1723-376 has fallen dramatically in intensity, to less than 50
  ct/s (its peak was about 600 ct/s).
* XTE J1819-254 is still at its brightest level yet, near 450 ct/s.
* 4U 1728-34, after peaking at about 2100 ct/s, has dropped back to
  its quiescent level of 1000 ct/s.
* 4U 1820-30 is still near its peak intensity of about 4000 ct/s.
* SL 1735-27 has increased in intensity from about 100 to 180 ct/s

Count rates are corrected to 5 PCU, 2-10 keV
